Synopsis
Emerging practice in the strategic environmental assessment of certain plans and programmes will become formalized in the UK under regulations due to be implemented in 2004. The assessments will be carried out by organizations already actively using a variety of environmental tools and approaches, notably those including environmental management systems. This paper provides an exploration of the potential links between strategic environmental assessment and environmental management systems in order to realize efficiencies in both processes. Implementation of Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment (the Strategic Environmental Assessment (SEA) Directive) is anticipated in the UK before July 2004 and will mark the consolidation of another piece of the decision making framework. The SEA Directive emerges alongside a number of other tools and approaches to help public authorities and companies to understand better the environmental impacts of one-off and day-to-day decisions and to guide them towards better management and mitigation
