Synopsis

The majority of proposed marine renewable energy projects require environmental impact assessment (EIA). The recent advent of offshore wind energy as an economically and technically viable industry in the United Kingdom has resulted in a relatively large number of schemes being proposed simultaneously. This has focused attention on the requirements of the EIA process for marine engineering schemes to an unprecedented degree. The ecological assessment of offshore wind energy schemes follows a similar process and uses similar principles to those implemented on land. However, it presents a greater challenge to the practitioner as a result of the complexity of the environment, the novelty of the development, the lack of baseline data and the lack of any practical consensus on the acceptability of impacts. This paper considers some of the practical issues involved in fulfilling the scope of work required of this element of the EIA. The particular challenges of acquiring sufficient and reliable data, quantifying the significance of impacts and of developing a meaningful approach to cumulative impact assessment are given particular attention.
