Australian Prime Minister, John Howard, arrived at the Asia Pacific Economic Cooperation (APEC) summit in Vietnam this week, with the clear aim of selling his views on climate change.

Australia refuses to ratify the Kyoto Protocol, stating that Kyoto would harm the country by imposing obligations on its economy, but not on their competitors.

Australia wants a "new Kyoto" that operates on different rules to the present model. Howard has announced a new government-business taskforce to assess the best type of emissions-trading system, consistent with Australia's national interest.
